Implement Bazel build

TEST PLAN:
  $ bazel test gitiles-servlet/...

Run debug version:
  $ sh {path/to/src}/tools/run_bazel_dev.sh

TODO:

 * publishing maven artifacts.
 * check out Bazel's generate_workspace.
 * intellij/eclipse project generation
